If I become President I would place a cap on tuition rate increases. I would give every American the opportunity to earn a degree at community college with full reimbursement when the degree is awarded. Finally, I would make admission requirements the same regardless of race, ethnicity or income. 72 percent of blacks go into debt paying for their education vs 56 percent of whites. Enrollment in the 468 best funded and most selective four year institutions is 77 percent white, while the enrollment at 3,250 lowest funded community colleges and four year universities is 43 percent black and hispanic. The current national average cost is roughly $21,000 for in state tuition and double for private tuition. Almost a third of black and hispanic students with a 3.5 GPA or higher end up with community college degrees while to 22 percent of whites with the same grades attend universities. This shouldn't be, all students should have the same opportunities, with caps on interest rates and graduate reimbursements this will be a great start to equal education.
Solution
By canceling the estimated $1.6 trillion student debt nationwide. 45 million borrowers will save around $3,000 per year. This will boost our economy and decrease the drop out rate. If Wallstreet can bailout trillions, I believe future generations can avoid going under from the begining. The estimated interest rate is currently over 5%. With my plan borrowers receiving their degree through a University vs. Community College will have a fixed capped rate of 2% and all borrowers will receive 35 percent reimbursement upon graduation. This includes all American no matter race or income. Community College debtors will be reimbursed their full tuition cost once their diploma is awarded.

Future Planning
As a child we are often asked “what do you want to be when you grow up”? The answer is different as we mature and often enough as young adults we don't know what we want to do or where life will take us. As graduation approaches one tough decision we all will make is where we would like to continue our education. This choice was quite easy for me, as I narrowed it down to 3 promising colleges: Lancaster Bible College, Messiah College, and Harrisburg Community College.
I made this decision based on the location of the schools, the faith based education and atmosphere, along with the financial responsibility involved. I would like to stay close to home so I do not have to pay room and board or have a long commute to and from classes and activities. The faith based education is also important to me, as I would like to grow in my faith as I’m being educated. Finally the cost, I believe your money can be just as useful spent elsewhere or saved. Education is important, but saving for your future is as well. I think a solid education is achieved by any school it doesn't have to be an ivy league expensive school.
Lancaster Bible College (LBC), located in Lancaster County, Pennsylvania, is a private Bible college with undergraduate, undergraduate adult education and graduate learners (LBC). With four unique campuses, the main campus is nestled in the heart of Lancaster not far from cultural, artistic and dining experiences; it's also close to home (LBC). The student-faculty ratio is 14 to 1 with fifty plus majors and nine academic departments (LBC). Not to mention a large variety of activities, clubs, sports and spiritual outreach programs to get involved in (wiki) . LBC is a co-ed friendly facility with 52% female and 48% male learners and a 66% graduation rate. (LBC). LBC also has a 72% acceptance rate (niche). The average annual cost is about $33,430 before aid (LBC). They have many grant, scholarship and programs to assist with tuition as many schools do.
LBC is my 1st choice mainly based on their mission to educate christian students to think and live a biblical worldview and to proclaim Christ by serving him in Church and Society [LBC] . I also love LBC because I personally I would prefer 1 on 1 attention and smaller class sizes as they are less intimidating. I like that the average class at LBC is smaller with 10-19 learners 34% of the time (LBC). This gives you the opportunity to create closer relationships with the educators and other students.
Messiah Christian College [MCC], located in Mechanicsburg, PA just 12 miles from our state capital. MCC is a private college, top ranked nationally in liberal and applied arts and science in the northeast US. They are known to have a reputation of successfully integrating rigorous academics and christian faith into all academic programs, with an acceptance and graduation rate of 80%. The average cost is $46,590 prior to aid.
Messiah College offers 27 graduate programs and 150+ undergraduate and pre professional degrees [Messiah]. In 2017 97% of grads were employed or in a grad program within 6 to 9 months after graduation and 100% in 2018 within 6 to 9 months [Messiah]. Having over 3300 students the average size of class is 20 students and the student faculty ratio is 12 to 1 [Messiah]. The student body consists of 61% Female to 39% male undergraduates and 75% female to 25% male graduates [Messiah].
I like the college because of their mission, which is to educate men and women toward maturity of intellect, character and Christian faith in preparation for lives of service, leadership and reconciliation in church and society. I also like that the class size is on the smaller size. The cost of tuition is a bit steep, but the faith based atmosphere and education might be worth it. They also provide the opportunity to play basketball and have many other extra curricular activities to get involved in.
Harrisburg Community College [HACC] Located in Harrisburg, Pennsylvania is not a faith based college, but has many qualities. One being the tuition rate is very affordable. Coming in at 6,700 annually prior to aid. HACC has a 12% graduation rate and the student faculty ratio is 15 to 1 [HACC]. They understand the industries’ needs and they provide the programs to help each learner reach their goals. HACC became the first community college in Pennsylvania and now is the largest and oldest in Pennsylvania offering about 100 programs across our five campuses and online. The main campus is located in Harrisburg with 16.8% of their overall students. HACC is the only institution of its kind in the region graduating 60,529 learners as of Aug. 9, 2019. HACC currently has 17,400 plus learners and more than 8,300 remedial/workforce development learners which consist of 65% female and 35% male. Thay make up the second largest active military and veteran population among public colleges and universities in Pennsylvania. They also train a significant number of police, firefighters, paramedics, nurses, dental hygienists and other service providers who work in our 11-county region.
Although they lack faith based education they do have a basketball program which is the one extra curricular I enjoy. Not to mention small class sizes, affordable tuition and HACC is also super close to home, so the commute is ideal. This is definitely going to be a tough decision. This research has given me a lot to think about, as all three schools have great things to appreciate, I have to decide what is more important. Out of all my needs and wants its between expense or need to keep faith in my studies. All are close to home and fairly smaller class sizes.
